Based on the new COVID-19 guidance announced by the U.S. Centers for Disease Control on May 13, 2021, we have modified our policy regarding face coverings at Simon centers. Among other things, the CDC now says that fully vaccinated people no longer need to wear a mask in most settings, except where required by state and local laws. People are considered fully vaccinated 2 weeks after their second dose in a 2-dose series, or 2 weeks after a single-dose vaccine.
· Guests under age 18 are required to be accompanied by and remain with a parent or adult, age 21 or older, at all times after 3 p.m.
· Unsupervised guests under age 18 must leave the property by 3 p.m. or immediately be joined by a parent or adult age 21 or older.
· Acceptable proof of age may be required for the youth or adult. Individuals who lack acceptable identification, or do not abide by the shopping center’s Youth Supervision Policy will be asked to leave the property.
· Acceptable identification includes a state-issued driver’s license or ID card, a military ID, a school ID card, or a passport. The identification must include a photograph and date of birth. Those without acceptable identification will be denied entry or asked to leave the property.
· One adult may accompany up to four youths. All accompanied youth must remain with the adult at all times.
· Adults are responsible for the actions of all of the youth they accompany.

During business hours, the properties are continuously monitored by 14 or more hired off-duty Atlanta Police Officers and more than 10 private security officers, who utilize patrol cars, UTVs and Segways to patrol in and around the property. Lenox Square and Phipps Plaza are the two of the most surveilled environments in Atlanta and has 18 times more security personnel by square acre than the city of Atlanta, with security extending to off hours when the properties are closed, providing for around-the-clock coverage.
We invest significantly in security and will continue to do so to ensure the safety of our community. We have worked in partnership with the APD to place a police substation at Lenox Square and to add police security towers. We have linked our 242+ CCTV camera system and provided APD with license plate readers, positioned at all vehicular entrance points, both of which communicate directly to APD’s Video Integration Center. These measures facilitate real-time monitoring by APD and ensure that individuals that commit crimes will be identified and arrested. In fact, apprehensions are regularly made in incidents occurring at our properties. Our message to would-be criminals is simple: think twice before committing a crime at Lenox Square or Phipps Plaza because you will be caught.
We also recently added specially trained K-9 patrols. These dogs are capable of detecting firearms which are expressly prohibited on property. We also added state-of-the-art metal detection technology that monitors for firearms. This technology has been implemented at other Atlanta destinations including National Civil Rights Museum, Six Flags and the Smithsonian. Individuals flagged by the K-9 unit or the metal detection system will be approached by APD and directed to immediately leave the property if they are found to be carrying a firearm.

KEY TENANT GUIDELINES COVID-19 PROTOCOLS TARGET REOPENING SCHEDULE* ON-CENTER MESSAGING
Since the beginning of the COVID-19 crisis, we’ve closely monitored developments, been in constant contact with federal and local health authorities, and implemented enhanced sanitization procedures to protect the health and safety of our shoppers, store employees and our employees. As infections increased across the country, we made the decision to close all our retail properties, before any other major mall operator, in response to the spread of COVID-19, and we’ve complied with all state and local closure mandates.
As new COVID-19 infections and hospitalizations have started to decline, it is now imperative to reopen retail as soon as possible, in order to stem the economic hardship we’re all experiencing, but do so in a safe and orderly manner.
Retail is a significant and vital segment of the U.S. economy. Simon alone provides more than 372,000 jobs at our properties and generates $4.4 Billion of sales tax and $684 million in property tax revenue across the U.S. More broadly, the retail sector employs over 29 million Americans, more than most other sectors of the U.S. economy.
It is therefore imperative to reopen retail as soon as possible to stem the economic hardship Americans are experiencing, and Simon is uniquely suited to be the vanguard for our industry, leading a successful transition from shutdown to resuming operations in a safe and responsible manner.
We have established a comprehensive set of protocols designed to keep our communities safe as we reopen our properties and get back to work and back to shopping. These protocols have been reviewed and endorsed by experts in the Environmental, Health and Safety (EHS) industry, including Keramida, a leading global EHS services firm and by Dr. Jiali Han, Ph.D., a world-renowned epidemiologist and public health researcher and member of the Fairbanks School of Public Health at Indiana University-Purdue University Indianapolis.
These protocols establish procedures for the mitigation of known or suspected transmission pathways for COVID-19 and are designed to shield our employees, store employees, vendors, and shoppers from exposure to the virus.
While the attached document outlines in detail all the steps we are taking to safeguard our community, I wanted to take this opportunity to highlight some key aspects of our rigorous safety protocols:
· Preemptive Employee Screening. Our employees will be required to screen themselves at home prior to coming to work. If they have a temperature exceeding 100.4 degrees or exhibit flu-like symptoms (e.g., cough, body aches), they will be required to stay home. Additionally, anyone exposed to COVID-19 will be required to quarantine at home until they are symptom free for at least 72 hours and satisfy other CDC requirements prior to returning to work. Similar temperature testing and health screenings in compliance with CDC guidelines will take place upon arrival at the property prior to working. All employees failing the CDC-compliant health screening will be asked to return home. Our tenants, contractors and vendors will be encouraged to implement these protocols.
· Employee Safety Protections. Our employees will be trained in COVID-19 safety guidelines, be required to wear facial coverings, as recommended by the CDC, and be encouraged to frequently wash or otherwise sanitize their hands throughout the work day. They will also be instructed to maintain 6 feet of distance from fellow co-workers and shoppers whenever possible. Store employees, vendors and contractors will be encouraged to do the same.
· Promotion and Enforcement of Social Distancing. Several steps will be taken to encourage social distancing in our properties:
· Occupancy Limitations and Monitoring. We will utilize existing traffic measurement technologies at our properties to ensure that overall property occupancy does not exceed a targeted level of 1 person per 50 square feet of space. As needed, we will restrict the number of open entrances to the property while complying with local fire code requirements, and have queueing protocols in place to manage traffic. Each retailer will be responsible for managing to occupancy targets set by state or local authorities for their stores.
· Proactive Encouragement of Social Distancing Guidelines. Our employees and our security officers will actively remind and encourage shoppers to maintain the proper distance from fellow shoppers and workers, as well as to refrain from shopping in groups. Tenants will be encouraged to do the same within their stores.
· Furniture Redeployment to Support Social Distancing. Food court seating will be limited and spaced in a way to encourage social distancing. Additionally, no reusable customer service items will be available (e.g., trays, utensils, cups, etc.). Common area seating will also be reduced and reconfigured to support social distancing.
· Temporary Closure of High-Interaction Areas. All play areas, strollers, valet stations and drinking fountains will be temporarily closed.
· Coordinated Traffic Flow. Directional signage and floor decals and arrows will be deployed in the property to encourage better traffic flow, including at entrances and throughout the common area.
· Restroom Spacing. In restrooms, every other sink and urinal will be taped off to encourage the proper spacing between individuals.
· Personal Hygiene. All property and store employees, contractors, vendors and shoppers will be encouraged to take frequent breaks for handwashing or disinfecting of hands.
· Mobile/Self-Checkout. Shoppers will be encouraged to use contactless technology when transacting, whenever possible.
· Deployment of Traffic Flow Signage and Social Distancing Markers. We will deploy directional signage and dividers to separate shoppers entering and exiting the property, as well as diners ordering and picking up food in the food court. We will also deploy social distancing markers, where needed, to manage queues (e.g., at food court counters) to maintain 6 feet of spacing
· Enhanced Sanitizing and Disinfecting. Each night, the common area of the property will be thoroughly sanitized and disinfected using products that meet or exceed CDC guidelines. Additionally, during property hours, we will regularly sanitize and disinfect high touchpoint areas, including, but not limited to:
· Restrooms
· Door knobs and handles
· Directories
· Food court table and chairs
· Escalator and stair handrails
· Elevator buttons
· Vending machines
· Trash bins
Each retailer will be encouraged to comply with CDC guidelines for cleaning and sanitizing their stores.
Finally, business hours will be limited to allow for enhanced sanitizing and disinfecting
· Shopper Safeguards. In addition to the steps outlined above, we will also implement the following steps to further protect our shoppers:
· Health Pre-Visit Screenings. Shoppers will be encouraged to take their temperatures and perform health checks prior to visiting our properties and refrain from visiting a property if they are exhibiting any flu-like symptoms. Anyone exposed to COVID-19 will be expected to remain at home in quarantine until they are symptom free for at least 72 hours and satisfy other related CDC requirements
· Individual Personal Protection. All shoppers will be encouraged to wear masks or facial coverings while shopping. They will also be encouraged to frequently wash or otherwise sanitize their hands while shopping, and we will make available sanitizing stations throughout the property. Additionally, we will also provide, free of charge, masks and individual sanitizing wipe packets to shoppers requesting them. Finally, we will make free temperature testing available to shoppers, using infrared thermometers
· Healthy Tips and Social Distancing Reminders. Signage will be deployed at all entrances and throughout the property reminding shoppers of their part in keeping everyone safe. Additionally, we will make regular announcements over our audio system to remind shoppers of their part in maintaining a safe environment for everyone
As you can see, we have rigorously and comprehensively analyzed the shopping experience and designed a complete set of protocols in order to keep everyone as safe as possible when we reopen our properties. These protocols meet or exceed guidelines published by the CDC and are more robust than many of the measures deployed by essential businesses and online fulfillment centers that have remained open during this crisis.
Lastly, our properties are an integral part of our communities. Not only is it important to reopen our properties and get people back to work and restart the economy, but it is also vital that we leverage this opportunity to help in the broader recovery of the communities we serve. Accordingly, we are working with the Red Cross, Feeding America and local food and blood banks as part of our reopening efforts. We will be providing support to these charities and will be encouraging shoppers to contribute what they can to support Americans in need.
We are ready, willing and able to reopen our properties and execute the protocols outlined above, in order to lead America and our industry back to business, while delivering a new, elevated standard of safety for all.

On March 12, Gov. Wolf recommended that all non-essential retail close in Montgomery County, Pennsylvania. Yesterday, Gov. Wolf clarified in a public statement that essential retail is defined as supermarkets, pharmacies and gas stations. Accordingly, we expect that all non-essential tenants of King of Prussia, Montgomery Mall and Philadelphia Premium Outlets adhere to and comply with Gov. Wolf’s recommendation effective immediately. We are closely monitoring the rapidly evolving situation of Covid-19 with public health officials and will provide updates as they become available.

In January, as information first began to emerge concerning Covid-19, we immediately implemented our Comprehensive Emergency Management Plan (CEMP) and deployed an enhanced and broad cleaning program which includes regular deep cleaning with the Centers for Disease Control (CDC) approved disinfectants at increased frequencies.
Our cleaning crews have been increased and are working around the clock to ensure we meet and exceed the hygiene standards established by both the CDC and the World Health Organization.
Increased cleaning, disinfecting, and sanitizing occurs throughout the day, and throughout the common areas of our properties, with a particular focus on highly trafficked locations, including, but not limited to:
· Mall entrances
· Restrooms
· Seating areas
· Play areas
· Dining areas
· Guest Services
· Strollers
· Trash cans
· Door handles/knobs
· Drinking fountains
· Charging stations
· Mall offices
Additionally, thorough disinfecting and sanitizing is completed during non-operating hours to prepare for business the next day.
We are also advising that anyone who is sick stay at home and we’ve posted signage at our properties to remind our shoppers to follow the safety precautions recommended by the CDC, including:
· Frequent hand washing
· Avoiding touching your eyes, nose and mouth with unwashed hands
· Regular hand sanitizing for which stations have been provided throughout the property.
We urge everyone to follow the guidelines provided by the World Health Organization (WHO) and the CDC.
We recognize this is fluid and dynamic situation and we are in constant contact with the CDC, federal and local health authorities to ensure we continue to implement the highest quality hygiene and safety measures and will adjust accordingly as more information becomes available.
Finally, we strongly encourage our retail partners to implement similar measures in their stores and to encourage employees to follow CDC and WHO guidelines, so, together, we can keep our teams and properties as safe as possible.
